Watson is Weak AI. It is designed to do a specific task, and that task very well. Certainly it shows massive strides in AI ability to understand speech, but its not a strong AI capable of solving any problem given to it, it is rather limited to search questions, find matches in massive data set, repeat. Though there are debates amongst AI scientist on if a conscious AI may or may not be the goal: if a variety of weak AI programs can be ducked taped together to make a general problem solving machine or if making a gigantic artificial neural network and raising it to be a general problems solver is the solution, either case the goals is a machine that can solve any problem as well as or better than a human. If that will result in consciousness is unknown, in fact it may be impossible to say even after such a machine is created as someone will always claim it is merely pretending to be conscious and push us over the cliff of solipsism. Anyways Watson is the former, and the strides we have been making have been getting exponentially more capable.

As for using Watson/Deep Learning software as a unbiased moderator that finds and compared politician's endless lies, that such an awesome idea that it will never happen.
