Any way to keep debris?

There's a slider in the game settings that adjusts the maximum pieces of debris to track, set it as high as permitted and very little will disappear. Though if debris goes deep enough into an atmosphere it gets deleted automatically (simulating it burning up).

Stuf on rails that gets below 23km gets deleted

It's 23km for Kerbin. It varies from body to body, at whatever altitude pressure reaches 0.01 atm:

Kerbin 23km

Eve 43km

Duna 9km

Laythe 17km

Jool 73km

(I'm sure you knew this, Sirrobert, just wanted to clarify as this was only recently pointed out to me.)

You can, but it doesn't change the fact that it's going to get deleted unless it is actively being controlled. I know with mods such as Kerbal Construction Time and Mission Controlled Extended Having parachutes on boosters will lower the Construction time (KCT) or Cost (MCE) of your next rocket.

No, it will still go on rails when it leaves the physics bubble. Only things within 2,1km of your currently controled ship are in the physics bubble and get simulated.

Everything outside of that range goes on rails.

And everything on rails to deep in the atmosphere gets deleted
