Best way to get Jebediah down from orbit?

Get out and push. No really. point your ship retrograde, turn on SAS, EVA your Kerbal and use his RCS pack to push against the back of your ship. If you have a decoupler so that just your capsule returns go ahead and decouple it so that you are pushing less weight.

I'm scared to do an EVA, I'm not very good at controlling. I don't have ladders, and the back of ship is behind 3 science JRs and a rocket that's not behind a decoupler. PE: 147k and AP:150k

Well, I was on the wrong stage, the last rocket I have has fuel! It's not a big tank, but it's enough! He should be home soon. I feel dumb now, I should have realized it wasn't on the right stage.

All good, but a trick with EVAs is go slow. Kerbals are light so a small puff (quick tap on the key) is all you need to get going. Don't panic, if you think you're moving you're moving, if you know you're moving you are going to fast. Also, there's a lot of EVA propellant in those packs (600 dV with just a kerbal) so you can experiment in space there is also an EVA tutorial in scenarios (accessible from the main menu)

Two ways:

One has been described. Get out and push. Depending on your orbit. Never tried that myself.

The second one is more complicated: Build a rocket with an empty seat (either a two-seater with one crew or a one-seater without crew but with a computer), rendezvous in orbit and pick ol' Jeb up.

Or - if your vessel has a docking port - bring some fuel up.

Organise and launch some sort of rescue mission. If he is in a stable Kerbin orbit it should not be too hard. A successful rescue is the best satisfaction the game has to offer (IMHO).
