How do I get the log to actually be turned off?

I set the log to be off with Launcher and in settings.cfg it has VERBOSE_DEBUG_LOG = False

so why is it still chugging out a huge output log all the time? It really slows the game down when I'm flying a huge collection of parts.

Hmm, well I don't have the answer to your question, but I would also offer that the slow down you are experiencing is probably not due to the file writing. KSP is very CPU intensive and tends to slow down as ships grow in size.

Also, the amount of memory KSP is using vs what is available can slow things down quite a lot.
