[Career Mode] Instrumentation/Control R&D

I think it would be cool if you had to unlock instrumentation and controls over time, so that early-game superscience becomes harder but it's no real difference for newbies. Perhaps it could just be optional, or maybe just a good idea for a mod. May or may not be coupled with THIS.

Tier 0

Staging Mechanism, Altimeter, Crew Portrait, Throttle, and Timewarp/Mission Elapsed Time.

Tier 1 (Unlock 2/3 nodes)

Navball, Prograde/Retrograde on Navball, G-Force Meter, Pitch/Roll/Yaw Indicator, Vertical Speed Indicator, Map Screen, Extravehicular Activities enabled.

Tier 2 (Unlock 3/4 nodes)

Atmosphere Gauge, SAS, Speed Counter on Navball, Normal/Antinormal on Navball, RadialIn/RadialOut on Navball, Manuver Nodes, Heading on Navball.

Tier 3 (Unlock 4/8 nodes, must include Fuel Systems)

Resources Tab, RCS Toggle Button/RCS Translation/Docking Mode.

Tier 4 (unlock 4/9 nodes)

Radar Altimeter

I don't like this idea at all. It's basically just artificial restrictions in order to make things "difficult" and really doesn't make any sense. Why limit action group availability at all?
