Atmos Nose Cone on manned capsules

I put the nose cone sensor array on my manned (1-man original style) capsule, flew to Eve, I'm in the atmosphere at about 60km (red flames), but right-clicking on the nose cone yields nothing.

Does it not work with certain capsules? I was able to make it work with unmanned probes.

I am not time accelerated, I have plenty of electrical power. The NCSA is sitting on top where the small parachute normally is.

if you are not on a sub-orbital trajectory then the atmospheric instruments (barometer, and nose cone) will not work because the game thinks you are in orbit.

Well, that kind of blows. I was hoping to do a flyby of Eve... if I go suborbital on Eve, I won't make it back out without a lot more lift.

Rules must be different for probes, since I believe I have done atmospheric nose cone runs with probes doing flybys.
