So are there other space programs on Kerbin?

I've been wondering for a while... in the KSP game world, is "your" space program the only one out there? I know that there's no sign of life other than the KSC, but we still have some evidence. In the description of the Command Pod Mk1:

Originally built as a placeholder for a demonstration mock-up of a rocket, the Mk1 Command Pod was heralded as a far safer and more reliable option than its predecessors by rocket scientists throughout the world. It is now commonly seen in active service.

So, does this mean that there are other rocket scientists out there, and that this pod has been used before for other missions? This would also explain how Kerbals respawn when they die in space. Imagine the other space programs going out and rescuing your kerbals...

one space program is plenty for kerbalkind to deal with. many space programs are a threat for the species' existence.

I'm more interested in what the Mk1's predecessors are. Cardboard boxes? Chairs? Another capsule (But that is less safe?)
