Came up with the same result; a mod thread titled "Assorted Hardware" created in August 2011, where PLF stands for "Payload Fairing" and the PLF Explosive Bolt is the part used to split the two halves of the fairing apart.

In other words, are you sure you're not asking about a long outdated mod created back in 2011?

If I recall correctly the PLF Explosive Bolt was originally included in NovaPunch for Payload Fairing Separation. However, since NovaPunch has updated several times across many versions they have redone the way fairins separate (Adding in their own decoupler module) meaning that the PLF Explosive Bolt is now useless, however it still acts as a very tiny radial decoupler, so if you wanted you could use it as a bomb mount.

On a related note, all of the parts presented in the "Assorted Hardware" Thread made their way into NovaPunch at one time or another (And many are still there)
