Can you transfer fuel from one tank to another tank while on the ground?

I have a lander on the mun, and want to land a fuel tank right next to it to refuel, but i'm not sure how I would transfer the fuel...

You can use the Kerbal Attachment System mod to do this, Only other way is to dock the two crafts via docking ports, but im guessing your lander may not have one.

If you don't have any docking ports you can send up your refueller with one of the asteroid grabbing claws and grab on to your lander. These allow the transfer of fuel.

It has a docking port nose cone, so I may be able to just have a cube docking port on top of the fuel tank, then extend it over the lander using multiple docking ports. I guess i'll just have to do that then?

Might be easier to use the claw anyway, you don't have to go to the trouble of lining docking ports up that way, the claw can basically grab onto anything. Just drive up from the side and bump into the lander (slowly!) with the claw open.

The very same. It makes a good docking port in a pinch.
