external command seat is not controlling the vessal

I made a small plane with external seats rather than pods. When a kerbal boards the seat the plane does not become controllable. Did I attach the seat incorrectly (it's attached radially to a girder)? Are those seats designed to hold passengers rather than pilots?

here's a screenshot of the thing. Brakes and gear work (I did forget batteries first time around), but throttle or staging don't work. Right clicking on the kerbal shows EVA information but I assume that's correct. The navball indicates the orientation of the seat (horizon, eastward).

I made a quick recreation based on that picture. It staged and responded to controls for me launching from the runway. I see you also don't have any solar panels – are your batteries still charged by the time you reach orbit?
