What is this trinitrogen I have heard about?

I have heard that there is trinitrogen on the moon near the poles and that three pounds could power the United States for a year. Is it true that it can do that? How and why?

Helium-3 can theoretically be used in fusion reactors, with a better efficiency and less radiation than with Deuterium-Tritium (the easiest fusion reaction everyone is working on).

Except that it's significantly harder to fuse He3, that there would be side reactions causing some significant neutron radiation (p-B fusion would be better in that respect), and the He3 on the moon is so diffuse, it would take more energy to mine it than it would yield.
