Does anybody know how the game determines when to give you the next contract, or when to refresh contracts?

Is it done on in-game time? Or does it look to see if you've just completed another contract?

Is it possible to end up with a group of impossible contracts, and no way to refresh them? Or alternatively, is it possible to leave time warp on, and come back to find 70 contracts to sift through?
