Buoyant Atmospheric Stations

Hi,

I was about planets in our solar system with particularly thick atmospheres, such as Venus and Jupiter, and I thought that it would be neat if you could make a station that instead of being in a regular orbit would instead go down partially into the atmosphere and inflate either balloons of some kind or fill empty fuel tanks with helium, nitrogen, or some other lighter than earth air gas and would float in the atmosphere kind of like Bespin from Star Wars, except for using balloons of some kind instead of a sci-fi propulsion system to keep it afloat.
