how do i make a mod?

Mods fall into three categories:

Tweak packs: Change how existing parts work. To do this, look up the ModuleManager mod and learn how to use it. An example of this is the Stock Rebalance Project.

Parts packs: Add new parts. You'll need to learn 3D modeling and texturing (at minimum). An example of this is KW Rocketry.

There is a support forum for this kind of modding.

Plugins: Add or modify game mechanics themselves. As mentioned above, you will need to learn programming in C#. An example of this is Ferram Aerospace Research.

Some mods have multiple aspects. KSP Interstellar is a parts pack with plugin components. Better Than Starting Manned is a tweak pack with a few extra parts and a plugin component.
