Problem with my bumpmap

So I made a bump map for a part I'm working on and it came out all "bubbly"

In unity it looks nothing like this. I added a bit of noise on the bump map with an intensity of 6 out of 100 so 56 or 44 max and min on a gray scale of 100. other parts of the bump map are at 100 or 1 to set very high and low points (with gradient between).

In unity I have the "bumpiness" set to 0.02, Filtering:smooth, wrap mode:repeat, anso level 2, max size 1024 (its the texture and bump map size) and format: compressed.

The shader it KSP/bump specular with a low "shininess"

Oh and here is the bump map

I feel like some variable has got set wrong or something but I can't tell what and reloading everything while sliding sliders dose not seem to be finding the problem.
