Request for New Feature - Regular Government Funding

This thought occurred to me after making a mistake in the career mode, and essentially becoming bankrupt due to a high risk mission that didn't come off.

Rather than each high reward contract being "make or break" in terms of career mode, it would be good if there was a regular (yearly?) cash injection from the government.

Also, it would be good if money could be spend on long term research, that earns science points over time (if that makes sense).
