Payout of funds via plugin help

I'm pretty new to writing plugins, I need to make a module for a part that pays out an amount of funds every so often. I need the amount of funds payed out, and the amount of months needed to pass for the payout editable via the modules config, but also needs a resource to remain functional.

MODULE

TimeNeeded = 6

Funds = 12000

Resource = ElectricCharge

ResourceRate = 5

Something like this is what I'm aiming for but i have little idea how to do so
