Water scanning, drilling, refining

OK, bet ther is already a mod that does this, or several tha do part of it, but, lets face it, with Kethane plus, MKS, Karbonite, apparently we are forgetting that when NASA or anyone in space goes to a planet, they look for WATER.

Its the base for life, its constituted in part by the most abundant element in space, and can be refined into hydrogen and oxigen, to make fuel / oxidizer.

Kethane plus is cool for detecting, but could get the drills to drill for it.

It would be great to get a electrolysis plant to refine into 2 elements, make oxigen or LO2 (oxidizer) and liquid fuel LH2, scan it from space.

We are having and harvesting all these exotic elements and forgot about the basics, I would make it myself if I could, but I know nothing of programming, I volunteer to do some 3D models though, I'm good enough in 3d for that.

You could use ORS http://forum.kerbalspaceprogram.com/threads/64595-Open-Resource-System-%28ORS%29-Mod-Resource-API-version-1-1-0 to add what you want and scan.
