Does NVIDIA company produce graphic card or just design it?

I believe they do make a line of reference cards. I confirmed that with a quick Google search. A quick Google search also gave me the answer to your other question - it looks like there are benefits and drawbacks to each card, but in the end the 9800 is the better card.

Halfway down that page you'll come across this gem:
