Using the full screen seems more efficient and less frustrating.

Not with the information density of Windows 8. Only displaying a dozen of icons/tiles ata time on a 26" monitor is far from efficient. Forcing the user to endlessly scroll horizontally with a vertical scroll wheel is beyond frustrating.

I can see 95 icons without scrolling, with room for more. A quick calculation tells me the maximum on one screen is about 120 icons.

It sounds like you need to twiddle your knobs a little more :P
