how would I make a boat to get to the island?

Radial intakes work as great floats, then you can use a jet engine to push it along. I recommend making ski's out of girders, then putting the intakes on the bottom of them, making sure they are the only parts that touch the water. You can top out at about 140m/s before the intakes start to break, so they can be pretty effective actually.
