Can you recover vessels from out of Kerbin yet?

Vessels can only be recovered when landed on Kerbin as far as I know.

"Recovery" means getting back your crew and a percentage of the vessel cost depending on how far you are from KSC.

"Terminate flight" on the other hand means remote destruction of the vessel and its contents, organic or not.

you might have been thinking of the new "Recover vessel" button on the space center screen. Whenever you have a vehicle that has safely landed you can recover it straight from the space center screen with a button that appears. I have not fully explored this feature so my knowledge is limited (i.e I don't know if it works for the entirety of Kerbin or just the area around the space center)

Yes, the vehicles must be landed on Kerbin in order to recover.

There are two new things in the update that go along with recover. One is as Taki mentioned. You can recover vessels from the KSC screen (by clicking on the little flags). The other is one of the strategies, where you can increase the percentage value of things recovered at a distance from KSC.

If you hover the mouse over the altimeter you'll get a recover option there too - how far away from KSC you are will then depend on the percentage you receive back from the parts and fuel you recover.
