What EPH means in .sfs file?

I am doing orbital planning software. I want to be able to read ship's data from .sfs file and select one of them as an initial orbit. Fortunately, .sfs seems to have very self explanatory format, but I have couple of questions.

What "EPH" means in orbital parameters (ORBIT {})?

What are "REF" codes? I know that they tell orbited body, but what numbers corresponds to bodies?

I know that Trajectory Optimization Tool exists but I prefer slightly different point of view. And this is also fun project as itself, when I get bored to playing. I like to program mathematical stuff.
