KSC Flags do not Wave .25

The two KSC flagpoles' flags are static. They had a waving animation in previous versions.

Exists in both career and sandbox.

To replicate: launch craft from VAB, look at the flagpole

KSP .25.0.642

exists in both 32-bit and 64-bit versions of KSP.

I noticed this too, kinda annoying and looks strange.

Didn't know if this was a bug caused by something or if it was just left out of the .25 release, but it is very strange-looking.

I guessed they turned off the A/C in the gigantic movie studio where they fake all the rocket launches.
