is this normal ? (adm. strategies)

I must be really dumb about active strategies in adm. building. i selected outsourced R&D and aggresive negotiations, all with 20 % commitment. after that, i went to mission control building to select contract, and what confuses me that the science points earned from contract are greater than before. see the image below...

is this normal ? or there is something wrong with this ?

You selected 2 different contracts!? First being "Explore Ike", second being "Build a base on Minmus"? Both pay different, so both have different outcome through strategies!?

yeah, even if i only selected build a base on minmus, i can get enough science points to complete the tech tree

Outsource R&D sais very clearly: Take funds income, gain science for each funds spend. So you get less funds, and get more science from funds income (contracts).

So yes, it's normal

The problem is that Outsourced R&D is really overpowered. You can finish the tech tree without leaving the Kerbin system- Wait, what am I saying? Using contracts and patience, you could probably finish it without ever getting into ORBIT. That would make a nice challenge

is there any mod or plugins to rebalance it ? or maybe it's better not to use strategies at all ?
