Balance for strategies

I have a suggestion to balance the strategies.

As we know by now, by turning funds income into science, it's possible to gain massive amounts of science without actually doing any science (by simply doing high paying contracts).

I suggest way change those contracts:

From 'take A and yield B for every X points of A taken'

To 'Increase B income by X%, and take Y points of A for each point of B you get'

This is a little abstract, so here an example:

The current Outsource R&D strategy: Currently you take X% of your funds income from contracts, and instead turn that into science. This allows you to gain science from contracts that normally don't give any science in the first place.

With my example, this would turn into: "Boost science income by 10%. Remove 35 funds per point of science gained" Numbers are an example, and not ballanced

What this would mean is that the ONLY way to gain science is to do science experiments, but after you recover/transmit the data, you get more science than usual, and some funds are taken out of your account.

This would also make for a little more believable outcome, as you need data in the first place to outsource.

Offcourse, we'd need to check if this is viable per strategy, as for example the patent licensing would make more sense to take science and turn it into funds (as it does already). So maybe only for the science gain strategies
