Throttle controller not reading full on or off

First off, I've verified that this occurs on a clean or modded install.

I have a CH ProThrottleUSB, when I set it to the Throttle Axis, the throttle only seems to range from 10% to 90%, not 0% to 100% like it should. I've calibrated the controller properly so it reads right in the controller test utility and other games, and I adjusted the deadzone and sensitivity settings six ways from sunday, but I still can't get that full range in KSP.

Unfortunately Unity is really bad at handling joysticks. Some joystick in particular are bad, and the throttle controls are broken on many. Hopefully they will fix it soon, although I recall someone putting up a semi fix somewhere on the forums. Unfortunately I don't have a link.

it does sort of work if I set the throttle to the Throttle (Incremental) axis, but then all I get is full on or off.
