Wouldn't moving the center of mass up above the wings with heavy fuel cause the craft to spin out of control? Wouldn't it be smarter to just add decouplers to the tips?

An obvious flaw.

I would recommend using the shock nose cone instead of the circular nose cone.

Even better, switch out the inline cockpit for the regular, and replace the intakes with radial intakes.

No RCS. That aught to make any orbital job much more difficult.
