Flag Editor Window

(I want to preface by apologizing if this is not the right forum to put this thread in.)

I play career mode in .25 with several addons that increase difficulty and science experiments: TACLS, RT, Tarsier, Station Science, etc. So far in my missions, both times that I have landed on another body so far (Mun first, then Minmus) I get an issue where the Flag editor does not pop up when I plant a flag. I know that chances are great that this could be a result of one or a combination of addons, but wanted to check first if anyone else had experienced this problem with either .25 or a specific addon or even if maybe there are certain addons I should try removing to see which one is causing the bug. I'm not intending this to be a "figure this out for me because I'm lazy" topic. I just want to take the best approach to this problem.

KOSMOS only has 3 parts (all solar panels) for what it's worth.

Just glancing, as far as I know Tarsier tech. is yet to be updated to .25.
