Tweak cost of recovered parts by biome and distance from KSC

One suggestion I have to increase the importance of accurate landings would be to adjust the cost of recovered parts based on how far a ship lands from KSC and also adjust the cost of recovery further based on the biome they land in (Recoveries in the Polar regions and mountains cost more because of the added difficulty of collecting parts from rugged terrain). This could be a feature turned on or off for difficulty modes.

Transporting heavy things like spacecraft is much easier with ships, so ocean recovery is cheap.

I think that the recovery cost should also be based on the mass of the ship.

If the ship is made from light but expensive parts recovery would always be profitable but recovering empty solid fuel boosters from the north pole would cost more than the money you get from them.

In reality steppe landings (like the russians do in kazachstan) is much more cheap than ocean landings, ocean landings are just more reliable. If a thing is "heavy" it typically won't float, sea landings are only suited for small parts (such as a capsule). Even booster rockets will sink/damage while floating. The next generation rockets (ariane) did consider having reusable booster rockets, but those rockets wouldn't fall in sea - they would actually fly back home autonomously.

As for recovery cost based on mass: this would make things a bit silly, where cutting parts/leaving things around is cheaper than recovering them.

Oops. I hadn't noticed the distance counter on the recovery screen. I like that but still think it would be cool to tweak it by biome as well.

Another way to look at this might be a difficulty setting where recovery from sea, or on land beyond a given distance away is an ability to be researched and purchased to represent the cost of obtaining recovery ships and training the crews.
