It's not entirely crazy for two reasons. First, deployable ladders like we see in KSP require a fair amount of engineering expertise that wouldn't really be needed before spaceflight. Second, humans landed on the moon before putting wheels on luggage.

Of course, this doesn't justify the lack of fixed rungs in early spacecraft...

This. Even now, moving parts in space can be distinctly non-trivial pieces of engineering. Stiction can be a significant problem - if I remember correctly it caused damage to one of the ISS solar arrays whilst it was being unfolded, and that damage had to be repaired via a spacewalk. I'm sure there are other factors as well. :)

I imagine that a worldwide disaster eliminated 99% of the Kerbal population and the only survivors were a bunch of Kerbal kids who swarmed the KSC and have been having fun playing with rockets now that all the adults are gone.
