Make "flag" contract missions biome-specific

A thread about a bug in the flag planting mission made me think... why not make missions that involve planting flags on foreign planets/moons biome specific.

"Plant a flag on mun, east crater"

This would disable "cheating" by just planting a lander on the surface and have the kerbonaut jump out every time a flag plant is requested (unless the request is for the same biome of course, but that's a relative small change for Mun & Minmus)

Although, in general, i dont like biomes since it gets repetitive (i'd rather have to go to each planet/moon to get new science/contracts), i like this idea, since it prevents players from taking advantage of contract system (alternatively, dont offer multiple "plant flag on X" contracts)

It's a good idea, but at the current state of the game it's not as simple as adding a couple of contracts. A system to identify biomes would be needed aswell. And that's the tricky part in my opinion. Text based info screens only would not rly improve the gui or appearence of the game. Visual systems similar to the tracking station or a map require more work.

I hope this will make it into the game in some form, but I won't hold my breath
