Near Future Technologies seems to add the nodes I'm interested in but it doesn't fill them with parts.

Where's the mod(s) that fill the nuke power nodes? Do they not exist because nobody made them?

Nuclear power is well covered by Near Future Electrical

I'm pretty sure there is only one.  Seems to have become somewhat forgotten recently.  But it's a pretty decent mod.

There is a support mod in development that adds more supported parts to the tech tree that will add some to it.
