Parts disappear from parts list when coming into VAB

Started a new save since .25 updated and everytime I go into the VAB (and the space plane building) the parts on the side are visible briefly and then disappear. I tried enabling stock ships and using one with basic parts but when I hit the launch button it says all the parts are locked even though they are open in research nodes. Career and sandbox mode, tried all the different difficulties and custom.

Just loaded a previous save and having the same issue. I tried launching a ship from the pad and not going into the VAB and that worked.

Problem corrected. Outdated version of Parts Catalog was causing the issue. All good on the Western front now.
