Aggressive Negotiations problem

When using Aggressive negotiations, the administrative ability, the discount to parts shows up in the vehicle assembly bay, but not on the launch pad. Meaning that I can't launch my thing from the launch pad if I have enough money for the discount, but not the full price. Even if I try to launch directly from the assembly, it says I don't have enough funds.

Sounds like a bug ill check it out and see if this happens to me.
