Control surfaces not actuating

Something weird happened when I tried to test out a plane on my modded install. I was screwing around with the OPT plane pack and Nertea's Mk4 system. I built a plane with mk4 fuselage, mapped the controls (I am using NEAR), launched, and none of the surfaces would actuate. I was fighting to control the vessel with engine gimballing but with NEAR on, there's no way that was going to end well.

Repro steps near as I can tell:

Build a plane

Map control surfaces

launch

watch your elevons not respond to input

Disclaimer: These are stock parts failing to work in the presence of mods. My gamedata folder is massive and troubleshooting it takes a small eternity. I am actively working to nail down the interaction. If anyone knows any combinations that may induce this, I'm all ears as it makes my life considerably easier.

Two smaller non-detrimental issues I had: Something is messing with the texture of the turbojet engine making it look terrible. the OPT pack radial engine mount surface attach is broken. Unclear if this is a mod oversight or an interaction bug. Testing pending.

Sorry for such a vague report. I'll have some updates with possible interactions as soon as I can. In the meantime, here's a list of my mods. This was not compiled for troubleshooting so it does NOT include bundled dependencies.
