Just had an idea for an addon, after reading through Ippo's "Science Funding" addon thread.

What if the KSP space program was modeled like the real space program(s) are? Instead of earning money for completing missions, one is given a set amount of funding ("the yearly budget"), and a list of contracts that must be completed in order to receive a budget for the next year. That way, there's no risk of fast-forwarding through a year to build up funds.

You could even adjust the yearly budget based on the reputation (though TBH, reputation for me is essentially a non-factor, since it's pretty hard to not overflow with it, imo).
