RCS Torque is inconsistent.

If I have one set of RCS blocks on the middle of my craft and then try to rotate around the longitudinal axis, only a small fraction of the RCS thrust is used. It doesn't matter what control mode I am in.

If I turn on SAS the RCS thrust goes into overdrive and full thrust is used. Often on large craft this results in a rocking motion until the craft spins out of control and is extremely hard to recover from.

A very bad bug! Just look at the picture and you'll get what's going on:

First i thought that it was a problem with ModuleRCSFX, but no, it also happens with monopropellant-working RCS thrusters.

It's really sad, I can't get enough angular momentum on long ships for roll because my RCS thrusters don't work on all power.

I've always considered this to be more like a 'design limitation' of KSP rather than an outright bug.

It would be nice to see a full RCS overhaul though. In theory, a twin-ring craft should always be able to translate without torque so long as the CoM is between the two rings, for instance, yet the stock code can't handle that.
