I think the issue is that people aren't using the admin building to balance their program. Honestly in .25 I just used to reputation into science and left it on autopilot. No longer...

I have run into the excess "science" being generated, but I'm also cash strapped. Its a very simple solution, turn Science into cash via the admin building. Or reputation to get more and better contracts.
