I think he means NASA STS equivalents. So Rocket propelled ascent with the nose initialy pointed straigt up and an landing on a runway. I interpret "ability to fly to space" with "no suborbitals"

I was practically thinking the opposite since making a "shuttle" in the STS sense is what is being done in at least two more threads here.
