Cannot make visual survey on last site (Mun)

I launched a low-tech Munar orbiter to do a visual survey mission, it completed all but one of the sites easily (entering *site* -> take crew report), but the last one, Caldred's shadow, doesn't seem to work like that. It even has one of the higher height limits of that mission (under 10k). I get the message "entering Caldred's shadow" just as the previous ones, but the part of the mission doesn't get completed no matter how close I get, or how many times I take or send the crew report.

Any ideas?

When in doubt, if the game is clearly bugged and misbehaving, alt-F12 gets you the debug screen and you can forcibly complete a contract. I think you'll miss the reward for the incomplete sub-action, but you'll get the final payout at least

The visual survey contracts require you to be either above or below a specific altitude. I often spam survey contracts from polar orbit, since I can visit many sites with only a tiny amount of fuel expended to adjust my orbit to get the right altitude.

This is what I did too. The requirement is below ~10k and I have tried it so low as to almost be scraping the surface (less than 1k). It doesn't seem to accept the report for whatever reason . The force complete tip was a good one, I'll try that one if nothing else works!
