Allow black border around 3D viewport for plugins

There is no point in cluttering the 3D view with so many plugins - why not allow the game window to be bigger than the 3D viewport (The current game screen area) and allow plugins to be dragged into this blank area?

To get an idea of what I am talking about, here is an example of it implemented in Ultima Online:

The game viewport is top left, the rest of the stuff (backpacks, paperdoll etc) would be considered plugins.

In UO, you could place the game viewport anywhere, top left was not mandatory.

I would settle for pretty much anything, but a simple border around all edges would suffice.
