My recommended KSP setting is to uninstall Internet Exploder.

Seconded.

Also, for KSP, that's waaaay more info than needed. AFAIK, the only really important factors are CPU speed and total RAM (though it only becomes an issue for heavily-modded installs).

Based on the stats shown, my advice is: turn all your graphics down to minimum.

Don't actually uninstall IE. Just don't use it. It DOES have a purpose, and no, I don't mean web browsing. No, I don't mean downloading other browsers either. As for your settings, you could probably put everything at medium to start out with and see how that goes. You will almost certainly have to choose between AA or having one or two settings up to high; I doubt you will get both. You would likely be fine with setting texture detail to high, at least.

Before doing anything on a new computer or laptop, create a System Restore CD and back up the entire C drive, (D backup if being used,) to an external hard drive.

With the limited total ram, disable all the crapware installed by the manufacturer that you can. KSP will run a lot better when all of the unnecessary services and aids that start up with the computer are not running. Have someone knowledgeable in setting that up do the disabling since it is possible to screw up the operating system should you disable a critical service accidentally. Once the system is only running what is needed to function, KSP will perform a lot better.

This.

I have the 2nd gen version of your CPU (you have 4th gen, which is faster and more efficient), I can run KSP on medium settings with 20-something mods, same screen resolution (I run windowed within a 1080 screen though).

Please note, RAM is very important to KSP

Please note, RAM is important, my system has 6 GB, wich is plenty for OS + KSP + crap. You seem to be a bit short on memory so follow SRV Ron's advice and remove/disable everything that isn't absolutely necessary.
