Strut Connectors not dissolving after decoupling

This is the same ship I have launched several times. However this time I closed the game and restarted and the strut connectors did not break up on part separation. The payload is hanging about 0.3 meter over the launch, and the decoupled drifted 1000M away and is strut connected to tank (and I have no idea how it became connected).
