How to make resource flow only enabled by fuel line?

I'm trying to make a resource with characteristics that would make it so it can only be transferred from the generator to the part using the resource only with with fuel lines. Also, sort of a side question, can this also be accomplished without having to add a small resource container to both the generator and the part using the resource?

Would think if you setup your RESOURCE_DEFINITION file maybe something like

RESOURCE_DEFINITION

density = ***

unitCost = **

flowMode = NO_FLOW

transfer = PUMP

isTweakable = false

}
