Sandbox R&D Facility Access

I was wondering why you can't access the R&D facility in the sandbox mode? I want access to the tech tree to be able to see the completed tree and know what parts are available to players at different stages. I was recently designing and testing a plane for my early career mode and it would have been helpful to see what was at different nodes in the tech tree.

The only reason other than some code to not show it that I can think of is having a little mystery in career mode so that you can't just unlock a single path to the part you want.

The last reason imo is enough to justify not being able to view the full tree in sandbox. There's always the wiki that can give you that information.
