Emergency! I can't move a Kerbal on Duna after his External seat broke!

I have had this problem before, I call it "Kerbal Derbies". Luckily, that happened on Kerbin, so I could recover the Kerbal. Duna is a whole different story. The rover is 2.0km from the base, and he is off the rover. I cannot control him. I have about 500 days to fix this before the window comes up and the crew's tour of Duna is up.

(BTW, the rover successfully visited the lowest point on Duna, at 124 meters.) I really want to get him home, because I have a "No Kerbal left behind" policy. I send all my hard working Kerbals to Laythe permanently to continue colonizing it, and their only work there is to relax.

Please help!
