As an American, we did have a proposed SSTO. But cost overruns cancelled it. If this does work, and if there a serious engine failure, the government could get in trouble. The problem is the expected technology for the engines would be around 2015-2020 when they are feasible.

That is true. The X-33, if the fuel cells hadn\'t failed, could exist possibly. It was designed for the testing of the proposal. The highest altitude was 100km, and highest speed was 1/2 of the orbital velocity, so it would\'ve been a test vehicle, for the future Venture-Star.
