    Perhaps grumpy Kerbals could just refuse to pilot the ship entirely? So you have to send snacks to allow you to control the ship at all?

    Satellites and probes. Their cheap and you don't risk Kerbals.

    Maybe you could add contracts to place certain types of satellites in orbit? Just a suggestion.
