North Kerborea Space Program

Glorious leader Kerman Jong-Pun has entrusted you with the development of a space program to send out glorious propaganda news to the people of Kerbin. Due to the nature of the North Kerborea economy, you have only been allocated 4 Rockomax-64 fuel tanks, a small, extremely basic refinery, a basic receiving dish, and 60,000√. 

If you succeed in the space program's mission of putting (1) a small satellite, (2) a space station in LKO, or (3) a mission to either of the moons of Kerbin, you will receive the reward of not being sent to a work camp to make metal beams.

Rules: 

-You must construct a vehicle capable of transporting the fuel available to your craft via docking ports. 

-All vehicles must be built with empty fuel tanks, to be refueled on the launchpad.

-No mods except for KJR, Kerbal Engineer, and Remotetech.

-All buildings must be upgraded to level 2, except the astronaut complex. 

-1 engineer and 1 pilot is available. 

-Begin with 800 science points.

-Fuel rig must contain the most basic refinery systems (Small refinery and drill). Maximal power production is one (1) Radiothermal Isotope Generator and 4 Z100 battery packs. Your rig may produce only monopropellant or liquid fuel (no oxidizer)

-Career mode. No contracts are allowed.

-1 FL-T800 fuel tank will be provided for every 30 science collected.

-Scoring is based on (number of missions) x (average quality factor (1,2, or 3)

can I make a fuel transporter, that's already fueled, but simply was fueled in the hangar? Weight constraints :/

and fours jumbo tanks are 144 tons, over the limit :(

If multiple launches are permitted, you should probably forbid recovering a vehicle containing any fuel, or else putting an in-game time limit on the challenge, since ISRU+patience+recovery = infinite funds. 

A time limit would be interesting because players could try to balance time spent mining for extra funds vs. being able to use the mined fuel for a launch. That might be hard to balance correctly, though. 

Were I doing this challenge, the crew would ignore the mission requirements and instead build a vehicle to transport themselves to any other nation on Kerbin, to which they would defect.
